摘 要：2013年4月，德国政府提出“工业4.0”战略，工业4.0的创新创业生态体系正在德国科技园区孵化成型。与此同时，德国注重将园区开发和城市总体战略相结合，打造产城融合和生态智慧型科技城区，为德国城市/城区未来发展模式提供城市级在线实验室（urban living lab）。以柏林州Adlershof科技园区为例，通过对柏林州Adlershof科技园区的产城特征、创新创业系统设计与经济政策扶植等的研究，促进我国以国家自主创新示范区为代表的高新技术开发区/经开区创新创业生态体系的建立与完善。

Abstract：In April 2013， the German government put forward the strategy of “Industry 4.0”. The innovative and entrepreneurial ecological system is incubating in German Science & Technology Park. At the same time， Germany focuses on the combination of science & technology park development and overall urban strategy to build an ecological and intelligent science & technology urban area with the industry and city integration and provide urban living lab for the future development mode of German cities / urban areas. Taking Adlershof Science & Technology Park in Berlin as an Example， through the study on the characteristics of city and industry， the design of innovative and entrepreneurial system and economic policy supporting of Adlershof Science & Technology Park in Berlin， to promote the establishment and perfection of innovative and entrepreneurial ecological system in high & new technology development zone / economic development zone which is represented by National Independent Innovative Demonstration Zone in China.

1 中德国家创新概况
德国经济稳定位列世界第四（欧洲第一，分别超过法国和英国20%以上），5大支柱产业具有世界性竞争力（汽车和汽车配件工业、电子电气工业、机械设备制造工业、化学工业和可再生能源产业）。为保持经济的韧性，德国重视技术创新和产业孵化，德国综合创新能力位居世界第三（欧洲第一，美国彭博社2015年统计）。2013年4月，德国政府提出“工业4.0”战略，由集中式控制向分散式增强型控制的模式转变，致力于建立高度灵活的个性化和数字化的产品与服务的生产模式，被认为是以智能制造为主导的第四次工业革命，工业4.0的创新创业生态体系正在德国科技园区孵化成型。与此同时，德国注重将园区开发和城市总体战略相结合，打造产城融合和生态智慧型的科技城区，为德国城市/城区未来发展模式提供城市级在线实验室（urban living lab）。
报告提出将大众创新、万众创业作为未来中国经济的双引擎之一。在德国推出工业4.0之后，2015年5月，国务院发布《中国制造2025》。当年6月，国务院发布《关于大力推进大众创业万众创新若干政策措施的意见》。将创新创业政策落实到区域空间开发之中，才有助于直接推动科技创新的转化。可从德国的经验启发中促进我国区域空间创新创业体系的构建。
