要人力资源产业园是我国人力资源服务业具有比较特有产业形式和特点,通过分析人力资源服务产业园及人力资源服务行业特性,人力资源服务产业园表现在以人力资源服务发展产业基础,以推动人力资源高效运用及产业结构整合升级为目标,以一定数量人力资源服务机构和相关配套产业在实体办公空间上集聚而出现的机制规划形式。人力资源服务产业园与其他类型产业园一样,具有产业园普遍特征,配套有相关政府给以的扶持政策等,同时代表着人力资源服务业的特征。人力资源产业园从地理位置、信息技术、产业政策等方面为其健康发展提供结构要素。2013 年有关部门提出了《加快发展人力资源服务业通知》,代表着我国人力资源服务业逐渐形成独立的产业形式,呈现在社会各产业发展的潮流中。各主管部门颁布各项措施促进人力资源服务产业园规划筹建,截止到 2018 年底人社部陆续批准了 15 个国家级人力资源服务产业园。这 15 个园区建设规模大、功能完善、分布均衡。东部有上海、福建、江苏、浙江、山东 5 个省市,中部为河南省,西部有四川、重庆两个省市,南部区域是广东省。作为全国第十、中部第二家国家级的人力资源服务产业园,中国南昌人力资源服务产业园有着明确的产业及发展定位,为之配套的基础设施、园区政策、产业引导等支持,代表着当地为人力资源行业发展所采取的各项积极主动措施。同时,经过多年研究及异地调研,并结合当地特色,南昌产业园采取的政府主导政府主导、市场化运作、社会化参与的运营模式,也代表着人力资源产业园甚至是其他行业产业园的运行选择。经过 2 年的发展,无论是从企业入驻、产值规模、税收贡献,还是产业带动、品牌推广等,南昌园区体现了强劲的发展动力,在南昌逐步形成起了行业集聚发展的产业形式,形成比较完整人力资源产业结构链条。但是实际运营环节中,中国南昌人力资源服务产业园的运营模式同样出现一些问题,主要体现为园区的产业政策体系尚不健全、园区缺乏行业基础支撑、发展模式存在同质化现象等问题。针对以上情况,需要进一步深化运营模式创新与改革,完善产业园各项体系建立,从而使之成为真正的高效的产业发展平台。关键词:人力资源;产业园;产业集聚;运营管理模式

Local governments issued various policies to support thedevelopment and construction of human resource service industrial parks, and by theend of 2018, the ministry of human resources and social security had approved 15state-level human resource service industrial parks. The 15 parks have large scale,perfect functions and balanced distribution. There are five provinces and cities in theeast, Shanghai, Fujian, Jiangsu, Zhejiang and Shandong, Henan in the middle, Sichuanand Chongqing in the west, and Guangdong in the south.As the national tenth, the second national human resources service industrial park,in central China nanchang industry and the development of the human resource serviceindustrial park has a clear positioning, to form a complete set of infrastructure, such aspolicies, industrial park, leading to support, represents the local for the development ofthe human resource industry take proactive measures.  各区、市、县人民政府,高新开发区、经济技术开发区、贵阳综合保税区、贵州双龙航空港经济区管委会,市政府有关工作部门,市有关直属事业单位,有关企业,贵安新区有关部门、单位,直管区各乡镇、街道:

  《贵阳贵安支持中国贵阳人力资源服务产业园高质量发展若干措施》已经市人民政府同意,现印发给你们,请认真抓好贯彻落实。

 贵阳贵安支持中国贵阳人力资源服务产业园高质量发展若干措施

 为深入贯彻落实“强省会”五年行动决策部署,充分发挥中国贵阳人力资源服务产业园服务产业、服务企业、服务就业、服务人才作用,为助力贵阳贵安经济社会高质量发展提供有力人力资源支撑。根据人力资源社会保障部、国家发展改革委、财政部、商务部、市场监管总局《关于推进新时代人力资源服务业高质量发展的意见》(人社部发〔2021〕89 号),结合贵阳贵安实际,制定本措施。

  一、支持对象

  (一)人力资源服务产业园:中国贵阳人力资源服务产业园分园区(包括贵阳人才大厦分园区、贵阳高新区分园区、贵安新区分园

 区,以下简称产业园)。

  (二)人力资源服务机构:在贵阳贵安行政区域内登记注册、具有独立法人资格,依法取得《人力资源服务许可证》《劳务派遣经营许可证》或经营业务备案回执,以人力资源服务为主营业务、诚信守法经营,符合入驻条件、经批准入驻产业园的人力资源服务机构。

 二、支持措施

  (一)产业园开园补贴。支持产业园开园运营,由产业园同级财政投入不少于 200 万元的一次性开园补贴。

  (二)产业园运营补贴。支持产业园引进或组建第三方专业化运营机构,根据产业园运营情况及产业园对地区经济社会发展的贡献,每年给予运营机构最高 300 万元运营补贴。

  (三)办公场所租金减免。根据人力资源服务机构入驻产业园的从业人员数量,按人均不超过 10 平方米(含公摊面积)的办公场所面积,前 3 年按 100%、后 2 年按 50%减免办公场所租金。分支机构办公场所补贴面积不超过 400 平方米,总部机构办公场所减免面积不超过800 平方米。

  (四)活动场所租金减免。人力资源服务机构入驻产业园 5 年内,租赁产业园配套场地设施开展经营性活动的,按 50%减免租金。

  (五)经济发展贡献奖励。年利润达到 100 万元的年度上规入库人力资源服务机构,经综合评估,根据其对地方经济发展作出的贡献,前三年按 80%、后两年按 50%给予经济发展贡献奖励。

  (六)参会参展补贴。人力资源服务机构参加国家级、行业区域联盟交流活动,给予展位费 100%的补贴、展位装修费 50%的补贴(同

 一机构每年不超过 20 万元)。

  (七)创新贡献奖励。人力资源服务机构开展理论、商业模式、关键技术、新兴业态、行业标准等人力资源服务领域的创新研发,或对促进高校毕业生就业创业、产业人才集聚作出较大贡献的,经认定,根据贡献程度给予最高 20 万元奖励。

  (八)人才引进奖励。人力资源服务机构引进到贵阳贵安创新创业的人才,在三年内入选国家级人才计划、省级人才计划的,分别给予引才机构最高 20 万元、5 万元引才奖励。人力资源服务机构为重点产业企业成功引进符合《贵阳贵安重点产业人才需求目录》的人才,按照正高级职称 6000 元、博士(高级技师)4000 元、硕士(副高职称人才、技师)2000 元、本科(高级工)1000 元的标准给予机构产业人才引进奖励,每个机构每年最高 20 万元。

  (九)人才服务保障。人力资源服务机构新引进符合条件的高级管理人才和专业人才,按相关规定享受人才贡献奖励、薪酬补贴;机构引进的高层次人才,经认定后发放“人才服务绿卡”,持卡享受子女入学、医疗健康等服务保障。

  (十)办公生活配套保障。统筹产业园公共服务职能和场地设施,为入驻人力资源服务机构提供证照审批、税务、金融、就业、社保、人才、停车场、餐饮等配套服务。

 三、保障措施

  (一)本措施中属现有政策的,按现有经费保障渠道列支。本措施中“产业园开园补贴、产业园运营补贴、参会参展补贴、创新贡献奖励”所需资金,由产业园管理部门同级财政承担,“经济发展贡献

 奖励”由人力资源服务机构属地财政承担,“人才引进奖励”由市级人才资源开发经费和引才属地财政按 6:4 承担。

  (二)产业园管理部门对照本措施拟定具体申报操作手册,为入驻机构提供政策申报服务。

  (三)本措施自印发之日起实施,具体解释工作由市人力资源社会保障局负责。

 摘要I摘 要党的十九大明确提出要加快聚集高端人力资源服务机构,从中央到地方,陆续出台了一系列政策加快人力资源服务产业园建设发展,通过对人力资源服务产业园的规划和引导,推动上下游产业协同发展,培育新的行业切入点,发挥了人力资源服务产业园的培育、孵化、展示与服务功能,形成了以人力资源公共服务枢纽型基地和产业平台、多组织构成的运营模式。同时,各级政府聚焦全面深化改革、加快转变政府职能,不断推进“放管服”、“一次办好”改革优化营商环境,激发和释放市场机制活力,为人力资源服务产业园的发展提供更肥沃的土壤。人力资源服务产业园汇集了各种资源优势,有效带动了人力资源开发配置,促进了人力资源服务产业的整体发展,是中国特色的产业集聚表现形式。论文主要运用了新公共管理理论、产业集聚理论和政府职能理论。引入“公共管理”、“人力资源服务产业园”、“产业集聚”等核心概念,选取 R 市人力资源服务产业园中的政府作用为研究对象,总结了 R 市政府管理下人力资源服务产业园中的发展概况,包括其政策背景、运营管理模式、机构入驻情况等方面。R 市人力资源服务产业园的运营管理模式主要为“政府主导、行业引导、市场化运作”,R 市人力资源服务产业园取得的成效表现在较好地集聚了园区各类资源,有效调动和实现了资源的有效配置;一定程度上激发了大众创业万众创新的热情,带动了区域经济社会发展。R 市人力资源服务产业园运营中政府作用存在诸多短板,短板背后折射出深层次的原因。主要表现为:政府在人力资源服务产业园运营中管理体制机制有待理顺、人力资源服务产业园中政府管理水平不高、政府关于人力资源服务产业园的配套政策与平台设施建设不完善等。究其根源,实质上是政府职能未完全与市场经济体制相适应导致,政府与市场的关系不协调,市场未能在资源配置中的决定性作用,政府在职能范围外“错位、失位、越位”导致市场机制活力难以迸发,很大程度上阻碍了人力资源服务产业园的发展。如何解决以上问题,强化政府在人力资源服务产业园作用,政府应做好以下几方面工作:首先是要立足本职,明确人力资源服务产业园发展特色和功能定位,理顺管理体制机制,调动各项资源为人力资源服务产业园的发展营造健康环境;其次是多措并举,提升人力资源服务产业园综合管理水平,建立健全人力资源服务行业标准,加快行业内部同类整合优化提升,运用技术手段加快人力资源服务产业园的改革创新等;最后是完善政府关于人力资源服务产业园的配套政策与平台设施建设,重视监督考核与绩效管理,丰富完善人力资源服务产业园产业链,灵活运用政策工具为人力资源服务产业园的发展提供政策服务和优惠措施,不仅要打造以人力资源服务产业园为平台的多产业集聚地,实现精细化专业化的服务标准,更要努力培育壮大特色的人力资源服务品牌。自 2018 年 9 月开园至今,R 市政府管理下的人力资源服务产业园取得了可喜成绩,对全市人力资源服务产业、人力资源有效配置、人才引进及带动经济社会发展等方面作用显万方数据
